As an example, Graybeal pointed out that a local sanitary service has a two-yard carrier while toe hospital alone will produce 20 yards of refuse daliv. Byrd stressed the need for moving ahead swiftly.

Youre short on time for organizing the move, he said. Graybeal agreed. We lost some very valuable time during the dissolution attempt and must work hard to overcome the delay. Board Chairman Rudv Juul asked for a time schedule to let everyone involved know of the urgency and to get everybody tracking toward a common goal. In other business, project inspector Leo Holmes said the main contractor is on toe site and pile driving was to begin Wednesday.

The sanitary sewer will be one of the first projects to be completed and work is continuing on toe water line loop. The board also approved proposed bylaws for toe new hospital auxiliary, subject to auxiliary approval, and instructed its attorney to draw up a resolution for acquisition of a sliver of land lying between the hospital site ana toe 25-acre plot given BAHD by Keizer. But Richard Graybeal, BAHD administrator, said that almost everyone working here now (in toe two existing hospitals) will find a place in the new hospital.

Its too early for applications, Graybeal continued, although he has received several inquiries. A public announcement will be made to let applicants know were interested in you, too when he is ready to receive applications. One of the first stages in planning is to determine toe function of each room and list all the equipment required in each, comparing this with toe inventory of available equipment at Keizer and McAuley, he said. Departmental policies and procedural manuals have to be written, with the aid of the staff who will work with them. Plans must be drawn up far fire disasters, both community wide ahd in-house, and departmental systems designed.

Weaver said giving the rail road to Powers would be an op! portunity for Georgia-Pacific (b make amends and cited the example of Prineville, a corrf-munity off the Southern Pacific main line in Central Oreoofl which owns its own railroad. He said the people of Powers are just as vigorous and dedicat. ed as the citizens of Prineville where the people who founded industry were not fast buck operators.

They settled 'there tq stay and are good citizens with stable payrolls. The candidate said while the railroad is not the sole factor? it is an important one and even though it would take a number of years Powers should be given the chance to build its economy the same way -Prineville has. Weaver also in his testimony that with the railrosd gone the use of Highway 242 by log trucks will increase sharply which will present extreme hazards to residents of Powers, school buses and other users on an already dangerous highway, He said regarding highway department involvement, If indeed some railroad right-of-way is needed, land adjoining the right-of-way should be acquired for the highway and not the railroad itself. He added that if the railroad is abandoned now, it will likelx be lost forever and that pol tions of right-of-way will revet to the federal government. Ill not run for reelection again before that happens.

County Juvenile Director James Berry, using color photographs to illustrate his point, said $8,865 of some $21,907 in budget increases for his department is required to replace plumbing fixtures in the juvenile detention section of the county jail. Charging the problem was one of poor material, rather than destruction, Berry said health standards demand something be done. He also testified in support of four added vehicles to replace use of private cars by staff field counselors. The committee also heard reports from County Surveyor Russ Torbeck, Treasurer Edward Stevenson, who also presented printing department requests, and Veterans Service Director Clarence Ralph. Only Torbeck ran into trouble with a proposed salary increase near 11 per cent for a clerk who he said would be reclassified on her job to allow the increase under Phase II guidelines.

County commission chairman Mof-fitt objected. Moffitt said close check on any job reclassifications for purposes of salary increases over per cent would have to be made to insure compliance with Phase regulations. The resumption of budget isarings Friday will conclude initial hearings from 30 department directors preparing budgets. Leading off with a 10 a.m. appearance Friday will be Roy Sindell, director of the countys federal food stamp program.

Votes To Invite GOP MIAMI BEACH (UPI)-The Miami Beach city council voted 4-3 today to invite the Republican Party to hold its 1972 presidential nominating convention here after being assured that the federal government had promised its backing to guarantee convention security. The council unofficially went on record 4-3 in favor of a bid last week, but there were still council members who felt the issue of security at Convention Hall, should violence break out, the overriding factor the factor which may bring nay" votes. Miami Beach Mayor Chuck Hall Tuesday said Gov. Reubin Askews promise of 400 additional state lawmen to be on call if violence should erupt, should be enough incentive for the security-conscious council-men to vote for a formal bid to the GOP. But Miami Beach City Manager Clifford OKey must make a recommendation to the governing body, and he still believes the federal government should dispatch or guarantee another 500 agents to the conventions for security, both for the Democratic convention July 10, and the GOP six weeks later.

Edgar Hoover for his commitment to justice and peace in the nation.

Mourners from every walk of life followed to pay their farewell respects. The body of the dead director of the FBI was brought through rain-swept Washington streets to lie in state beneath toe great dome of the Capitol building until his funeral Thursday, Later in the day, President Nixon planned to name an acting FBI director, but put off for toe time being selection of Hoovers permanent successor. It is believed however that Nixon already has at least one or two men under consideration for the important election year appointment. Hoovers flag draped coffin was carried into toe rotunda by nine military pall bearers at 11:34 a.m. EDT 34 minutes late.

It was placed at rest at the same honored site where eight U.S. Presidents have lain in state. At a brief service, Dr. Edward R. Coos County Mental Health Clinic Director Harold Jones made the announcement of Role's appearance in the Bay Area. ii 14' 344 44 74', 104 4 Wall Street NEW YORK (UPI) Prices closed sharply lower today in moderate trading for the second consecutive session after a brief attempt at a rally fizzed on the New York Stock Exchange. The Dow Jones industrial average of 30 selected blue-chip stocks was down 7.07 at 925.21. It lost nearly 12 points Monday. Standard Poor's 500-stock index was off 0.42 at 106.27. Both indexes had been ahead at midsession.

Declines led advances by around 400 issues among the more than 1,740 crossing the tape. Turnover amounted to around 16,000,000 shares, up from the 12,880,000 traded Monday. Closing prices included 427 unchanged, Bethlehem Steel 31 up Du Pont 164Y4 off 1, General Electric 66V4 off General Motors 77s off 1H. IBM 380 off 2H. Southern Pacific 46H off Texaco 30 off and U.

S. Steel 31 UP' Prices also were lower on the American Stock Exchange, where trading was moderately active. A major item hanging over the market, according to some analysts, is the Price Commissions decision to roll back prices of some corporations whose latest reports show healthy earnings. The midsession rise was attributed to selective buying among the glamor issues. Analysts noted the market has been down sharply recently, particularly Monday when the DJLA dipped almost 12 points.
