Charles Hinkle, a Portland attorney who specializes in First Amendment issues, said the ruling could have a huge impact if upheld. Hinkle pointed out that if religious doctrine were grounds to deny housing, the ruling potentially could be expanded to deny employment "The ruling turns nondiscrimination laws on their head," he said. "Instead of protecting the'' applicant, what the 9th Court has done is protect the prop- erty owner and employer." Obituaries the federal ruling would affect state housing discrimination laws.

"What we're saying is that until we have a final ruling, we will have to apply the statutes on a case-by-case basis," said Kristen Grainger, an executive assistant with the state Department of Justice. Attorneys for the city of Portland, which passed an anti-discrimination ordinance last February, also were studying the issue. Officials from the federal Department of Housing and Urban Development declined to comment Joleen Colombo, Housing Authority of Portland spokeswoman, said the ruling only applies to private landlords. SINCERELY YOUIlSl Joan Estate sales Liquidations Excellent references Bondable Estates' (541 56-5679 Purchased PORTLAND (AP) A federal court ruling on an Alaskan housing discrimination case has forced lawyers, landlords and legislators in Oregon to consider whether unmarried couples can be refused rental housing if the landlord objects based on deeply held religious beliefs. In a 47-page opinion written by Judge Diarmund O'Scannlain of Portland, the 9th U.S. Circuit Court of Appeals ruled 2-1 that landlords can refuse to rent to unmarried couples. Alaska's attorney general already has said the state will appeal, possibily before an expanded panel of Circuit Court judges. The case could be reheard in two or three months.

Meanwhile, Oregon housing officials are trying to decide how brother and sister-in-law, Bennie and Ruth Fairchild of Scottsburg; 24 grandchildren; and 18 great-grandchildren. She was preceded in death by her parents; husband, Ray E. Harrington Sr. in 1981; sister, Cleo Markuson; and brothers, Ron and Buddy Fairchild. Mary Elizabeth Martin Funeral services for Mary Elizabeth Martin, 81, of Coos Bay, will be held at 2 p.m. on Tuesday at Coos Bay Chapel at 685 Anderson. Viewing will be held from 1 to 5 p.m. today and from 9 a.m. to 1 p.m.

on Tuesday at Coos Bay Chapel. Interment will be held at Sunset Memorial Park. Mrs. Martin was born Feb. 24, 1917, in Meadowview, to William and Cora Widener.

She died Jan. 16, 1999, in Coos Bay of natural causes related to a stroke. In 1937, she moved to Myrtle Point. She also lived in Coquille, where she worked at Smith Wood Products, which later became Georgia-Pacific. For a short time she lived in California.

On March 23, 1954, she married Beryl O. Martin in Crescent City, Calif. She was a 50-year member of the Coquille Eagles Auxiliary. She enjoyed homemaking, buying and collecting things, especially Depres- sion-era stained glass. She was a loving mom and grandmother.

Mrs. Martin is survived by her husband. Beryl O. Martin of Coos Bay; daughters and sons-in-law, Public Notice W.M. for a project cost of $28,700.

RELEASE OF FUNDS CTCLUSI certifies to HUD that Dick Clarkson in his capacity as Tribal Council Chairman consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Army for three years in the South Pacific. He was cited for bravery in July 1943, for helping to save his troops after he was injured. After the war he re Jack Nels Est turned to Eugene, where he worked for Associated Plywood for 36 years, later living and working in Valsetz and Gold Beach. The Ests purchased property near Bandon in Laurel Grove in 1963 and built a large retirement home, which they operated until selling it in 1972.

He was greatly loved by his family and will be missed by all those who knew him.
